Brucellosis in sheep and goats was present practically all over Albania and had spread from the southern regions to the central and northern parts of the country in the years before 2012. Due to the uncontrolled movement of animals the disease had spread from south towards north and the number of human cases had continued to rise in central and northern regions of Albania. Brucellosis had become a nationwide problem! In 2012 a number of 442 human cases occured.
In such settings, a uniform national disease control programme against brucellosis started in 2012 and the first ever mass vaccination campaign against brucellosis was performed. In 2013, the mass vaccination campaign was repeated. According to the adopted strategy, from 2014 onwards the national brucellosis control programme continued by vaccinating replacement animals, according to the plan developed in the “National Strategy for Control of Brucellosis in Sheep and Goats”.
This approach has achieved notable results: number of human cases from 440 in 2011 and 442 in 2012 fall to 144 in 2016 and this could be attributed to the implementation of the vaccination campaign. However, the surveillance efforts by reporting and investigation of abortions remain at low level and should be strengthened.
The apparently unfavorable vaccination coverage, including the risk for spreading of the disease and the limitations of the surveillance system, were the salient factors that influence the decision for the updated national strategy for control of the disease and as a consequence the mass vaccination planned for 2018 will be done already in 2017.
The conclusions that have already been drawn by the PAZA 1 Project remain in continuation valid: clear policies, strong leadership and increased professional capacity are needed to implement the national Brucellosis control strategy successfully. Three conditions need to be fully respected:

Outline of the measures to be taken during 2017 and 2018 to improve control of Brucellosis in sheep and goats in Albania. This Programme adapts the measures outlined in the National Strategy to the actual situation and is proposing to do mass vaccination already in 2017 and not in 2018 as originally foreseen in the Nation Strategy.
