1.OVERVIEW
Training for Capacity Building and System Reform
The need for the reform of the veterinary service to reduce its fragmentation and modernize the approaches to official controls was highlighted in 2008 and 2014 in reports of the World Animal Health Organisation (OIE).
Need for knowledge and skills
The PAZA Project has highlighted the specific needs for a training programme for veterinarians to build capacities by transferring and establishing skills required to implement modern approaches to food safety through a ‘farm to fork’ approach and has carried out accordingly intense training activities.
Roll out a training programme with local trainers
The principal approach to the overall training programme was, to build a cadre of local trainers, who could then deliver a training programme involving training in farm to fork, professional ethics and conduct and technical information to private veterinarians, official veterinarians, farmers and other stakeholders.
The programme developed to meet the needs of the government veterinarians comprised the following main elements and steps:
Step 1 Training of trainers (ToT) – training methods & process of adult learning
Step 2 Study visit to Croatia – modern animal health approaches & training content
Step 3 Official Veterinarians – 3 day training programme in modern approaches
Step 4 Private veterinarians – 1 day-training course in veterinary order & discipline
Step 5 Evaluation – quality, acceptance and impact of training programme
2.TRAINING OF TRAINERS WORKSHOP
Building Capacity – Training of Trainers
This was the first stage of a focused training programme aimed at supporting the reform of the veterinary service. The aim of the training was to produce a cadre of trainers who could develop and deliver training in ‘one health’ and to integrate important concepts related to the modernization of the state veterinary service, including: ‘farm to fork’ concept; biosafety; biosecurity; animal welfare; safe milk & antibiotics; veterinary ethics; veterinary certification; livestock movement control; laboratory diagnostics; surveys and data collection; veterinary medicine residues.
Two Trainer of Trainers (ToT) workshops were delivered in March and April 2016 by the project and a total of 8 trainers successfully completed the training. Four of the new trainers are the Junior Experts from the project, who completed the first TOT and delivered most of the second TOT in Albanian. Two are professors from the university and two are private veterinarians.
The trainers who completed the ToT workshop in April took part in a study tour to Croatia in May 2016 to observe modern animal health approaches & training curriculum.

From Farm to Fork
A 3 day training programme was developed and delivered by the trainers to 125 official veterinarians in concept of ‘One Health’ and ‘Farm to Fork’. Two months after the completion of the training an outcome evaluation for the training was conducted using semi-structured interviews to assess the knowledge retained from the training. Overall the amount of information remembered from the 3 day ‘Farm to Fork’ workshop was encouraging with 90% of the respondents remembering correctly over 50% of the information which had been delivered during the training.

3.Training on Veterinary Reform
The Veterinary Service Elbasan region was selected as a pilot region to receive training on the veterinary reform process and its implementation.
An initial scoping meeting was held in Elbasan in March 2017 with the official veterinarians, private veterinarians and members of the municipality to discuss the reform process in terms of professional ethics and the training programme proposed to be delivered in four districts in Elbasan region.
Following this meeting one day workshops were delivered by the junior experts in each of the four districts. Each workshop consisted of sessions on professional standards, roles of veterinarians at different points in the food chain, Legislation for Veterinary Clinics and discussions on the role of Veterinary Clinics in official controls and state disease control programmes.

Training of Veterinary Clinics
A two day workshop was held for members of the Veterinary Clinics Association from the 12 veterinary clinics in September 2017 in Elbasan. A draft training plan was produced for the veterinary clinics based on the members’ requests and a problem tree analysis was undertaken, which highlights the most important issues facing the clinics, The Veterinary Clinics Association wish to present this analysis to the new minister to ensure the present situation they are operating under is clearly understood.
